Just a quick survey of people's favourite lyricists. Of course this is always tied up to bands/artists you actually listen to so will be somewhat personal and limited. Anyway in no particular order these are some of the lyricists I rate as well above average...

I'm sure loads more will come to mind but the above mentioned are probably always there in terms of coming up with consistently impressive and clever and largely meaningful song lyrics.
Rats, Carter and Pulp all great calls, and no coincidence that's one of main reasons why I like those bands. Particularly like JimBob's, admittedly very contrived but almost poetically brilliant in places, especially for people who like to toy with language.
Only know Another Girl Another Planet by Only Ones so can't really comment there, or on any of the remainder.
Other faves I'd list would be Glenn Tilbrook, Shane McGowan and (bit more erratic) Morrissey. Will keep thinking about this one...
Incidentally, award for worst must go to Jeff Lynne. Love ELO music, but lyrics are consistently dreadful.
Have always loved Ray Davies' lyrics, also Glen Tilbrook, and most of the stuff Madness did was also pretty good. Going back a bit, I like songs written by Freddie Mercury and also Bowie. More recently, it probably varies according to individual songs - but do generally quite like Lily Allen lyrics, though not sure if I should admit it!! Sometimes it just depends on mood and what strikes a chord personally - love the song Wires by Athlete for being a bit sad and emotional but ultimately uplifting. But I guess all the stuff the Boomtown Rats did meant the most when I was a teenager and will always be special as they're associated with so many memories - mainly of just being young!
