I don't know who actually played the sax, but I do know that Geldof did not play it. And actually, he's playing a candleabra, in both the promo and TOTP vids!
From '"Is That It?" :
"The Musicians' Union had forbidden me to play saxophone on the video, as obviously I hadn't done so on the record. But I saw a candleabra on the piano at the shoot and I put a mouthpiece in the central candle holder and played it. The impact of video came home when during the next few British gigs kids pulled out candleabras from nowhere and began playing them during the sax solo in 'Rat Trap.'"
The famous Albie Donnolly of Supercharge certainly played on the first LP, but no one was accreditted on the second album. Mutt Lange was the one that brought him in, as he'd been producing Albie's stuff for some time.
One story is that the player was in fact Alan Holmes, who was the saxaphone player on "Sgt. Pepper" and numerous albums by The Kinks.

When they played live, they had two saxophones and one trombone (I think), anyhow, they were played by Peter Thoms, Andy Hamilton, and Spike Edney. Was it one (or more) of them?
It was me. Alan Holmes on the final version. Other sax players did play on the track but my unique growling style was what they really were looking for. Alby Donnelly was getting the broadcast royalties until a couple of years ago. I also did 'Good Morning Good Morning 'on Sgt Pepper plus four years of playing on all the Kinks rock opera stuff. Bob asked me about working with the Beatles. The Musicians Union demanded that I was paid every time Bob mimed to my playing on TV because he did not want me to appear in person. I started out by playing with Gene Vincent and Little Richard. 'Dont knock the Rock' shown on Granada TV.

Hey, that's great, amazing the people that drop by on the forums (well, err this one now the rest seem to have disappeared).
Funnily enough "Good Morning Good Morning" has been ringing in my head ever since I bashed my way through it on Rock Band the other day.
Did you do any other recordings with the Rats? I know they did consider re-working Joey which would have been up your street.

Funnily enough, Geldof talked about this on Mastertapes
