If you look on the rats' page on spotify, they do appear to be selling the Tales of Boomtown Glory/Citizens of Boomtown (rather..preselling..) in the "merch" section.
I called HMV on +44 333 323 4754 and they have the album release date noted and will highlight soon. There is no physical product for the single, so it will be a streaming service for that, but the release of a physical product for it might follow if the band decides. This could be cd, vinyl or even cassette single lol.

There won't be a CD single aside from demos or pirated efforts. Cassette single also highly unlikely. Vinyl may happen ala Ratsh!t ep, but likely only to be sold at gigs.
